Candidates from other states CAN participate in Karnataka UGNEET counselling but are subject to important restrictions.
You are eligible for OPN seats, NRI/Q seats and in some cases Religious Minority seats โ but NOT for Government quota (G) seats or any SC/ST/OBC/rural/Kannada Medium reservations.
You must score at least the 50th Percentile (UR cut-off) in NEET-UG regardless of your category.

Minority Seat Eligibility
Religious Minority (MK = Muslim, MC = Christian)
All religious minority candidates from all states are considered for MK/MC seats.
Priority: Karnataka-domiciled religious minority candidates who studied in Karnataka for 10 years from 1st Std to qualifying exam and passed SSLC/10th or 2nd PUC/12th from Karnataka.
Certificate: Religious Minority Certificate from concerned Tahsildar (as per G.O. No. MWD 330 MDS 2018).
Linguistic Minority (Tamil, Telugu, Kodava, Tulu)
Applicable for Tamil, Telugu, Kodava & Tulu of Karnataka candidates and domicile candidates only โ not open to all states.
Requirement: Studied in Karnataka for 10 years from 1st Std to qualifying exam; passed SSLC/10th or 2nd PUC/12th from Karnataka state.
Certificate: Study cert from head of institution countersigned by BEO (Annexure-5 for SSLC / 5A for 11th/12th).
De-categorisation (2nd Round): Unfilled Rural, Kannada Medium, HK and other reserved category seats transfer to respective general reserved categories first, then to General Merit. Consequential vacancies in any round stay in the same category. NRI unfilled seats in Round 2 transfer to Others (Q) category.

If allotted a seat from another board (JEE, MCC, KPCF etc.), surrender the KEA-allotted seat before the Round 2 option modification deadline. Holding seats on multiple boards may result in blocking and proceedings by KEA.

Rural Reservation โ Key Rule
Rural Category Eligibility: Candidate must have studied 10 full academic years continuously (1st to 10th Std) in places other than those listed in Annexure-2 (notified urban areas). Rural Study Certificate from school head countersigned by BEO is mandatory. General Merit candidates must additionally produce Non-Creamy Layer Certificate (NCLC) from Tahsildar. Rural reservation applicable only to Karnataka candidates eligible for Government seats.
